PRF Phase 4 & ARP Rural Application Deadline Approaches

We have a short PRF update this week as the ARP Rural application deadline approaches.

Reminder: The application portal closes at 11:59 p.m. on Tuesday, October 26.

Before you can fill out and submit your application, your organization needs to validate or revalidate your TIN. HRSA says it could take up to 4 days, but we are hearing currently it is taking right around 24 hours to validate TINs. While that is encouraging news, we strongly advise you to log into HRSA application site and begin validating your TIN today if you have not done so yet, so HRSA can allocate funds to each TIN in your organization.

Weekly Insights 

Some organizations will choose the option to submit an application as a parent entity and add in subsidiary TINs and facilities. For those of you that are proceeding this way, we wanted to point out some details that are buried in the instructions regarding the documentation you submit with your application.

HRSA is asking that if you apply for multiple TIN’s, that the quarterly documentation for revenues and expenses also be reported by TIN and then consolidated to the final amounts on your application. Since the application only allows 1 number to be entered per quarter, your supporting documents need to break out the amounts by TIN.

Here is the exact language used by HRSA:

If the applicant is applying on behalf of subsidiaries, the applicant must submit quarterly financial information by TIN:

  • Quarterly net patient revenues and quarterly patient care operating expenses must be clearly identifiable to each individual TIN that is part of the application.
  • Prescription sales revenue must be identified by quarter by TIN.

Additionally, HRSA has changed some of their guidance on submitting multiple applications.

In early webinars HRSA indicated you could submit an application multiple times and they would use the last application submitted as of October 26th. However, in last week’s HRSA webinar that guidance changed, and they indicated to only submit your application one time, but you can log in and work on your application as much as you need to.

We are hearing that when working on your application the system doesn’t actually save any of your information.

In light of the new guidance, we suggest that you have all your application data and supporting documents ready, and you plan on entering and submitting the DocuSign application at one time.
