On May 9, 2013 the U.S. Office of Management (OMB) issued a Federal Register Notice which proposed changes to the DCF and its instructions. The new form and instructions will be applicable for audit periods ending in 2013, 2014, and 2015.

The Colleges and Universities Compliance Project, begun in 2008 by the IRS, distributed 400 questionnaires to a randomly-selected sample of schools to ensure compliance with current regulations. Based on responses to the questionnaires and details of the respective Form 990s, the IRS selected 34 of these colleges and universities for further review and found that unreported unrelated business income (UBI) in higher education was found in almost every case examined by the IRS.

With the merger of SBV into Blue & Co. in 2007, Ken became a Director of Blue's Ohio office where he leads the employee benefit and retirement plan administration and consulting practice. His expertise includes business management, accounting and tax. Mr. Barton graduated from Bowling Green State University with a BS in Accounting.
