The Colleges and Universities Compliance Project, begun in 2008 by the IRS, distributed 400 questionnaires to a randomly-selected sample of schools to ensure compliance with current regulations. Based on responses to the questionnaires and details of the respective Form 990s, the IRS selected 34 of these colleges and universities for further review and found that unreported unrelated business income (UBI) in higher education was found in almost every case examined by the IRS. Mr. Stigler has over 28 years experience providing services to healthcare clients. His experience includes performing feasibility analysis for new and expanding services, modeling of the financial implications of facilities strategic plans, analysis of debt capacity and assistance with issuance of over $950 million in tax-exempt and private placement financing, developing cost and staffing controls and development of budget and reimbursement models for healthcare clients and development of Healthcare Joint Ventures. He is a frequent speaker on topics related to healthcare reimbursement and payment systems including analysis of the strategic opportunities created by the Medicare and Medicaid payment systems. Mr. Stigler is an active member of the Healthcare Financial Management Association, serving as chairman of several committees and President for the Kentucky Chapter in 2000. He also serves on the Board of Medical News, a Regional Healthcare Publication, is a board member and Treasurer for Wesley Manor Retirement Community, and is a finance committee member of St. John's United Methodist Church. He is a member of the Kentucky and Indiana CPA Societies and the American Institute of Public Accountants. Mr. Stigler holds a Bachelor of Science Degree in Business with majors in Accounting and Finance from Indiana University. He also holds the designation of Fellow in the Healthcare Financial Management Association.
